Florida County Health Department Metrics System Training

The Florida Department of Health, Office of the Deputy Secretary for County Health Systems, is responsible for providing support to county health department staff on policies, procedures, and practices to maximize achievement of the department’s mission and goals and serve the people of Florida as effectively as possible.

The office has decided to expand the use of a tool currently employed in just a few county health sytems, known as the Active Strategy Enterprise software system, to all county health systems and departments. This will occur in two phases: Initial implementation of the software in a slightly updated format in FY 2024-25, followed by launch of a completely new software system, with implementation set for FY 2025-26.

CHALLENGE

Because the Active Strategy Enterprise software system is currently used in only a few county health systems, most county health department employees in Florida are entirely unfamiliar with it and must be trained in its use.

The existing set of training materials is extremely outdated and is in PowerPoint format, which allows for only very limited opportunities for learner engagement and enhancements such as live narration and music. The existing training needs to be brought up to current standards for e-learning products, based on research into adult learner engagement and effectiveness.

SOLUTION

The Office of the Deputy Secretary for County Health Systems has contracted with CIMES to develop training for the initial phase of software implementation in FY 2024-25.

Two of the courses will focus on use of the initial limited-update version of the software. The third course will present new content for management staff that are responsible for using metrics from the system to implement improvement practices.

CIMES will develop the courses using the Articulate software package. The courses will be exported and provided via the department's learning management system, Florida TRAIN.

PRODUCTS

Products developed as part of this project include the following:

  • Design document that reflects the overall look and feel of the series of courses, client brading, sample learner activities and engagements, sample learning checks, and technical specifications

  • Short demonstration course reflecting the types of interactions and engagements learners will be offered in the full courses

  • Two e-learning courses for county health system employees that will be tasked with using the initial limited-update version of the software

  • One e-learning course for management staff that are responsible for using data from the system to implement improvement practices.
